The building is both a large water quality transformation agent through its carved island and an environmental museum inside its building complex. The design uses parametric and GIS technology to map existing conditions  of the site such as f flooding and water pollution and seeks to provide a space that both teaches on water preservation and actively cleans, stores and reuses this resource.
